About Me
Luis is a highly experienced senior oil and gas executive with over 40 years of expertise in the global energy industry. He began his professional career at Intevep, the R&D Center of PDVSA, in 1979, focusing on Production and Reservoir Engineering Research. Throughout his career, Luis undertook various research projects in different locations, including Tulsa, Oklahoma and Rijswijk, The Netherlands, where he conducted reservoir engineering research at Hyco Corp and Shell's Exploration and Production Research Laboratory, respectively.
In 1990, Luis joined Schlumberger as a Senior Reservoir Engineer for Latin America before transitioning to the Shell Group. Within Shell, he held technical, managerial, and leadership positions across different locations such as The Netherlands, Scotland, USA, Trinidad, and Venezuela. His responsibilities encompassed diverse areas including Research and Development, Reservoir Engineering, Field Development Planning, New Business Development, International Government Relations, External Affairs, and General Management. Notably, Luis served as the General Manager of Shell operations in Lake Maracaibo and the Country Chair of Shell Companies in Venezuela. He also held the presidency of Shell in Trinidad and Tobago and was actively involved in various Board of Directors roles representing Shell's interests.
In addition to his professional achievements, Luis has been engaged in various industry associations and organizations. He served as the Chairman of the Venezuelan Association of Hydrocarbons and held positions on the Board of Directors for companies like Atlantic LNG in Trinidad and Tobago and Petroregional del Lago, a joint venture in Venezuela. Luis's expertise and insights have also made him a sought-after guest speaker and panelist on topics such as leadership, public-private alliances, negotiations, and global energy sector trends
Luis holds degrees in Petroleum Engineering and Chemistry, graduating with High Honors from Montana Tech in Butte, Montana, United States in 1979. Currently, he serves as a part-time Consultant for Shell Venezuela since April 2023.
